They make burrows with it and it absorbs urine smell. Of course it's not washable and you have to throw it out in a few weeks, but I find it worthwhile, especially in winter. Even if covering all surfaces is too expensive, it's worth putting it on one shelf.

Works well to give a soft surface for the rabbits’ sensitive feet. However, it’s very tempting for them to dig and chew on, so it needs to be replaced after a while even though it’s secured in place.
