Quality poor

I have been getting this product for my dog for years & they were exactly what it said on the packet ( Tender) . For some reason they have become so hard my dog can't chew them so i have to soak them in Boiling water to soften them . You also need Top quality heavy duty Scissors to cut them . I am changing to Good Boy Chewy Chicken fillets , hopefully they will be Chewy.
